Unfortunately, I was unable to identify the specific family this Kao belongs to, but it bears a close resemblance to the Tokugawa clan's Kao. According to online resources, this particular Kao design originated with the Tokugawa family. A prominent feature is the horizontal lines at the top and bottom, a style known as “明朝体\/Minchotai“.
