Its name is Ishikuchi-nomi(石クチノミ), It is mainly used to process the end face of wooden pillars (hashira) to fit the natural pillar stone. The work can be accomplished using a regular uchimaru chisel, but this type of chisel is more convenient when the pillar is large or the part being processed is deeply concave.
